Weatherization (Air Sealing and Insulation) of Bagg Hall / Town Hall; Weatherization (Air Sealing, Insulation, and Duct Insulation) of Fire Station; Weatherization (Door Weatherstripping) of Highway Department
GENERAL INFORMATION AND QUOTE SUBMISSION REQUIREMENTS
The Town of Princeton, MA (“Town” hereafter), through funds received from the Massachusetts Department of Energy Resources’ Green Communities Division, invites Quotes for the design, product sourcing, and installation of specific weatherization measures in three Town-owned public facilities.
Quotes may be changed or withdrawn prior to but not subsequent to the Quote submission deadline by making such a change in writing in a sealed envelope, identifying the submitting party and indicating that it contains a correction of the Town of Princeton, Public Facilities Weatherization Quote. This procurement is being conducted in accordance with M.G.L. c. 149, as the work involves construction on public buildings and the estimated total cost is less than $50,000.
Quotes must remain valid for thirty (30) days after the submission deadline.
The Town may cancel this RFQ, in whole or in part, at any time that such an act is deemed in the Town’s best interest.
The Town will not be responsible for any costs incurred by a proposer in preparing and submitting a Quote in response to this RFQ.
Addenda or amendments will be sent to every individual or firm on record as having requested this RFQ.
The Town is the awarding and contracting authority. To the extent possible, the contract will be awarded within thirty (30) days after the quote opening. The award will be made to the lowest responsible and eligible bidder, as defined in M.G.L. c. 149, for each item requested on an individual basis.

Quote Submission Procedure
- The submission and review of Quotes must comply with M.G.L. c. 149 and other laws and regulations of the Commonwealth. Acceptance of any quote is subject to the continued availability of funds through the Fiscal Year 2022 Green Communities grant awarded to the Town of Princeton. Quotes and Contracts are subject to all laws governing Equal Opportunities and Non-Discrimination and applicable Civil Rights Acts.
- Quotes must be submitted via email or in a sealed envelope and addressed as follows:

- Quotes must have the following plainly marked on the outside of the envelope or included in the email:
- Town of Princeton, Public Facilities Weatherization Quote
- Proposer’s Name, Business Address, and Phone Number
- Submission Deadline: Quotes must be received by email or at the office of the Town of Princeton no later than 2:00 p.m. on Thursday, August 21, 2025.
- Modifications to Quotes:
A proposer may correct, modify, or withdraw their Quote by written notice received by the Town of Princeton 24 hours prior to the time and date of the submission deadline. Quote modifications must be submitted in a sealed envelope (or emailed) and clearly labeled “Modification # ___.” Each modification must be numbered in sequence and must reference the original RFQ.
After the opening of submitted Quotes, a proposer may not change any provision of the Quote in a manner prejudicial to the interests of the Town or fair competition. Minor informalities will either be waived, or the proposer will be allowed to correct them.
