Quote Submission Procedure

  • The submission and review of Quotes must comply with M.G.L. c. 149 and other laws and regulations of the Commonwealth. Acceptance of any quote is subject to the continued availability of funds through the Fiscal Year 2022 Green Communities grant awarded to the Town of Princeton. Quotes and Contracts are subject to all laws governing Equal Opportunities and Non-Discrimination and applicable Civil Rights Acts.
  • Quotes must be submitted via email or in a sealed envelope and addressed as follows:

  • Quotes must be submitted via email or in a sealed envelope and addressed as follows:
    • Town of Princeton, Princeton Public Library Weatherization Quote
    • Contractor’s Name, Business Address, and Phone Number
  • Submission Deadline: Quotes must be received by email or at the office of the Town of Princeton no later than 3:00 p.m. on Friday, October 31, 2025.
  • Modifications to Quotes: A Contractor may correct, modify, or withdraw their Quote by written notice received by the Town of Princeton not later than 24 hours prior to the time and date of the submission deadline. Quote modifications must be submitted in a sealed envelope (or emailed) and clearly labeled “Modification # ___.”  Each modification must be numbered in sequence and must reference the original RFQ.

After the opening of submitted Quotes, a contractor may not change any provision of the Quote in a manner prejudicial to the interests of the Town or fair competition. Minor informalities may be waived, or the contractor may be allowed to correct them, in the discretion of the Town.

All Quote submissions must include:

  1. A completed copy of the Quote Submission Form signed by an authorized person(s).

If the contractor is an individual, by her/him personally;

If the contractor is a partnership, by the name of the partnership, followed by the signature of each general partner; and

If the contractor is a corporation, by the authorized officer, whose signature must be attested by the Clerk/Secretary of the corporation and the corporate seal affixed, or by both the President and the Treasurer together.

If the contractor is a limited liability company, by a manager of the company.

  1. A fully completed Certificate of Non-Collusion, Non-Discrimination and Affirmative Action, Compliance, and Public Contract Debarment form signed by an authorized official of the firm.  (Attached)

II.         PURCHASE DESCRIPTION/SCOPE OF SERVICES

A.   General Description

The Town of Princeton seeks quotes for the design, sourcing and installation of weatherization measures at the Princeton Public Library. It is the intention of the Town to procure the service and materials in full using Green Communities grant funds.  Warranty and after-sales service must be readily available.  A minimum of a 1-year warranty on installation and workmanship is required.

The quote shall include all items of labor, materials, tools, and other equipment and costs necessary to complete and install the selected design with the required specifications.

Contractors shall provide a specification sheet for the design and sourcing fees as well as the installation fee being offered with their Quote.

B.   Specifications

Specifications are intended to provide contractors a guide towards the most appropriate weatherization measures sought by the Town.   Approved equals and minor variations/deviations will be considered for materials that substantially meet the specification of the selected materials and their intended use.  Contractors may submit responses proposing alternatives that provide timely delivery, equivalent, better, or more cost-effective performance than achievable under the RFQ specifications.  The response should describe how any alternative may achieve this goal.  Contractors that offer discounts, uncharged commodities and services or other benefits in addition to the RFQ specifications may receive a preference under this RFQ.

The Town is seeking Quotes for seven (7) tasks under this sole RFQ.  The Town reserves the right to make up to seven (7) separate awards based on the Quote submissions received. 

The specifications, sourcing of materials, and installation of materials that are considered essential to the intended goal of weatherization must adhere to all federal, state, and local laws and regulations.

Note:  bat guano has been removed from both attics as recommend in Attachment A.

Specific Requirements:

Contract term length

The contract will run 90 days from the date of the Notice of Award.  Unless extended in writing by both parties.  All Tasks are expected to be completed within this allocated time frame.

Method of acquisition:

Outright purchase.  Payment in full will be made within 30 days after the Town has accepted the installation and a request for payment has been made. Request for payment shall be submitted to the Town of Princeton in advance of delivery in order to facilitate payment.

Government or industry Standards:

Projects noted in this RFQ are funded through the Department of Energy Resources (DOER) Green Communities Competitive Grant Program.

The materials and any apparatus that are considered essential to the intended use of the materials for weatherization must adhere to all federal, state, and local laws, regulations and must align with the program’s energy conservation goals. Contract awardees must demonstrate familiarity with the Green Communities Program.

Sampling, inspection, or test criteria:

All bidders must submit complete materials specifications with their Quote, which shall include product information (product brochures may suffice if specs are included).

Service and warranty terms:

As part of the quote submissions, bidders shall clearly define all warranties provided through this contract.  Typical manufacturing warranties are expected with the purchase of the selected materials.  The Town may reject any Quote that fails to provide this information.  The Town may also reject Quotes if it is determined that inadequate warranties are being assured.

III.        ADDITIONAL TERMS AND CONDITIONS

All bidders must comply with the prevailing wage requirements under M.G.L. c. 149 and hold valid OSHA 10-hour construction safety certifications, as required under M.G.L. c. 30, § 39S.

IV.       COMPLIANCE CERTIFICATIONS (Required to be submitted with Quotes)

Certificate of Non-Collusion

The undersigned certifies under penalties of perjury that this quote or proposal has been made and submitted in good faith and without collusion or fraud with any other person.  As used in this certification, the word “person” shall mean any natural person, business, partnership, corporation, union, committee, club, or other organization, entity, or group of individuals.

Non Discrimination and Affirmative Action

The Contractor agrees to comply with all applicable Federal and State statutes, rules and regulations prohibiting discrimination in employment, including but not limited to, the Americans with Disabilities Act 42 USC 12101, 28 CFR Part 35, or as amended; 29 USC S.791 et. seq.; Executive Orders 227, 237, 246; MGL C. 151B; and MGL C. 272, S. 92A, S98 et.seq., or any amendments to these provisions.  Pursuant to Mass. Executive Orders 227 and 246, the Contractor is required to take affirmative actions designed to eliminate the patterns and practices of discrimination including providing written notice of its commitment to non-discrimination to any labor association with which it has an employment agreement, and to certified minority and women-owned businesses and organizations or businesses owned by individuals with disabilities.  The Town of Princeton shall not be liable for any costs associated with the Contractor’s defense of claims of discrimination.

Public Contracts Debarment

In connection with this quote and all procurement transactions, by signature thereon, the Contractor certifies that neither it nor its principals are suspended, debarred, proposed for debarment, declared ineligible, or voluntarily excluded from the award of contracts, procurement or non-procurement programs from the Commonwealth of Massachusetts, United States Federal Government, and/or the Town of Princeton.  “Principals” means officers, directors, owners, partners, members, managers and persons having primary interest, management or supervisory responsibilities with the business entity.  The Contractor shall provide immediate written notification to the Town of Princeton at any time during the period of the contract or prior to the contract award if the Contractor learns of any changed condition with regards to the debarment of the company or its principals.  This certification is a material representation of fact upon which reliance will be placed when making the contract award.  If at any time it is determined that the Contractor knowingly misrepresented this certification, in addition to other legal remedies available to the municipalities, the contract will be cancelled and the award revoked.

Qualifications

The Contractor represents that it is qualified to perform the services required under this contract and possesses or shall obtain all requisite licenses and permits.

Tax Compliance Certification

Pursuant to M.G.L. c. 62C, §49A, the Contractor certifies under the penalties of perjury that, to the best of its knowledge and belief, it is in compliance with all laws of the Commonwealth relating to taxes, reporting of employees and contractors, and withholding and remitting child support.

Employment Security Contributions and Compulsory Workers’ Compensation Insurance

Pursuant to MGL C.151A, S.19 and MGL C.152, the Contractor certifies that it is in compliance with all laws of the Commonwealth relating to payments to the Employment Security System and all Commonwealth laws relating to required worker’s compensation insurance policies.
