Administrative: Ann: Move to approve minutes of 12-11-2024.

Vote: unanimous “aye”
Extensive and detailed discussion of the importance of complying with state open meeting laws. Several committee members have more experience preventing non-compliance issues than Molly. All members will assist Molly to comply.
Leading the committee with co-chairs has been okay, but the committee agreed to shift to a Chair/Vice Chair model, effective immediately. Selection of the Vice Chair is postponed until next meeting.

TO DO: Add agenda item re: Vice Chair to upcoming agenda.
Budget
The committee needs to submit a budget to the Treasurer as soon as possible in order to have funds available starting next fiscal year. The largest expenses are projected to be fees for speakers at workshops and mailings.
Barbara offered that it costs COA $300 to mail to their mailing list.
Discussion: ADUs will be the workshop first topic.
ADU workshop “experts” might include:
Princeton residents willing to share their experience
Planning Board for square footage/design/process
Board of Health for septic rules and regsTax credit for septic replacement
Marketing rep from tiny house firm
Board members from similarly sized communities
CMRPC may be useful in suggesting additional ADU workshop panelists.
Subsequent workshop topics: senior housing and conversion from 1-family to 2 and 3-family.
Phil noted that Princeton’s CoA/Community Center facility is both small and (Barbara) limited by liability issues (the town does not own the space). Princeton needs senior housing. A senior development with a community center could relieve pressure on the CoA facility and provide much needed meeting space.
Jen S. noted the earliest funds will be available to the committee is July 1. The public comment period for the MA Housing Act has just closed. The final version of the regulations should be ready by September. Jen suggested that the first workshop, focused on ADUs should be then.
The committee agreed to ask for a budget of $1000 to support 2 workshops and a year of mailing expenses.
Worcester Road Multifamily Housing
Justin Gabriel has not yet submitted his credentials to CMRPC so they can complete their evaluation of the technical assistance grant. Deb reported that Justin has concerns about filling the project. Discussion of current rents and the advertised rents for projects under construction.
Open Tasks/TO Dos:
SHI Count: Deb: set up a meeting with Ed Augustus’ office (Chris?).to talk about ways to get a temporary deed restriction for new ADUs, thus qualifying for Princeton’s SHI.
