AGENDA — Princeton Conservation Commission

1. NOI for 175 Brooks Station Rd Lot 1 Driveway – Three Oaks Environmental has filed an NOI on behalf of Pickoff Properties for a new driveway off an existing common driveway at 175 Brooks Station Rd to access the newly created backlot.

Holly Palmgren called the meeting to order at 7:00 PM.

 

Item 1: 7:00 P.M. NOI for 175 Brooks Station Rd Lot 1 Driveway – Three Oaks Environmental has filed an NOI on behalf of Pickoff Properties for a new driveway off an existing common driveway at 175 Brooks Station Rd to access the newly created backlot.  Dep file 267-0467.  Site visit held 3/31/2025, all members except Bonnie in attendance as well as Joe Bellino on behalf of Maryann.  PCC noted that the wetlands in the field extend beyond the flags shown on the plan and would be impacted by the driveway.  Maryann is out of state and will revisit the site when she returns.  DEP issued comments requesting more information about the existing culvert.  Maryann did respond to that saying that the new driveway will not affect the existing culvert.  A site visit was scheduled with Maryann for 4/14/2025 at 4:30 pm. PCC voted at 7:17 pm to continue the hearing to April 15th.

 

Item 2: Discussion of culvert near 311 Worcester Road.  Larry emailed Holly earlier today and requested to move the discussion to April 15th.  No discussion at tonight’s meeting.

Item 3: Policies and procedures discussion. Members discussed procedures regarding site visits and wetlands delineation approvals. Jennifer will provide a draft policy for site visits during snow cover conditions.

Item 4: 7:27 pm.  The PCC received a request from the Town Administrator for a letter of support for a MVP Grant to fund a wildfire management plan for Mount Wachusett and the surrounding forest lands in Westminster and Princeton.  Sherry supplied an example letter for our consideration which members read and reviewed.  Members voted at 7:35 pm to approve the language in the example letter and that Holly should fill in the blanks and submit to Sherry.

Item 5: Approval of minutes.  Members voted to approve the 2/18/2025 minutes as drafted at 7:56 p.m.  Minutes for January will be reviewed during the April 15th meeting.

Item 6: 7:57 pm.  Holly has received correspondence from an abutter to 85 Wheeler Road where an existing driveway is going to be paved.  Holly explained in emails and in phone conversations with the abutter that the activity is allowed in the regulations as a minor activity in the buffer zone.

 

OTHER BUSINESS

  • Building Permit subcommittee update: None
  • Forest Cutting plans: Coalkiln Road, submitted by Nimrod.  This was received before, this is the one approved by DCR.  Holly received an email from a resident questioning the work, and responded with help from Brian regarding the procedures for forest cutting plans.

The next meeting of the PCC is scheduled for April 15, 2025.
